SOUTH WINDSOR — The Town Council voted Tuesday to waive the competitive bidding process for the purchase of specialized body armor for certain members of the South Windsor Police Department.

The department has five members assigned to the Capital Region Emergency Services Team, a multi-agency tactical team staffed by officers from area towns, including Enfield, Manchester, Vernon, and Glastonbury.

The members of the team are required to have special protective gear such as a vest, shoulder and upper arm guards, and ballistic plates.

The required body armor expires after five years, and three sets are due for renewal this year in South Windsor.

Police Chief Kristian Lindstrom told the Town Council that the estimated cost for the equipment for all three officers is $7,800, which exceeds the limit set forth locally that requires a competitive bidding process.

Mayor Liz Pendleton said waiving the competitive bidding expedites the process and ensures the safety of the officers.

“It’s purchased from a sole source provider in order to ensure interoperability and consistency across the department and other agencies for officer safety,” Pendleton said.

Other participating agencies use TYR Tactical as their vendor.

Lindstrom said the equipment will be purchased using funds from a $25,000 Justice Administration violent crime prevention grant.
